Waste management under MWAN requirements

Which activities need a licence from the National Center for Waste Management, what waste-producing facilities must do, the licence types, and when to renew.

The National Center for Waste Management (MWAN) regulates waste activities in Saudi Arabia under the Waste Management Law and its Implementing Regulations. Whether your facility produces waste or collects, transports or treats it, there are clear obligations to know.

The basic rule

No waste management activity, such as collection, transport, sorting, storage, treatment, recycling, import, export or final disposal, may be carried out without a licence or permit from the Center.

If your facility produces waste

  • Hand your waste only to a licensed service provider, and check its licence before contracting.
  • Document every transfer with a transport document through the electronic manifest on the Center's platform.
  • If you are a producer covered by extended producer responsibility, register with the Center.

If your facility works in waste management

You need the licence for your specific activity through MWAN's licences and permits platform. Examples include:

  • Collection and transport of hazardous or non-hazardous waste.
  • Treatment of hazardous waste, and treatment of hazardous healthcare waste.
  • Sorting, preparing, storing and trading recyclable materials.
  • Temporary storage and final disposal of hazardous waste.
  • Import and export of waste.

Renewal

Submit the renewal request at least one month before the licence expires. A delayed reply does not mean tacit approval, so start early.

How we help

We qualify your facility for the right licence, prepare the technical and regulatory documents, and set up an in-facility waste management system that keeps you ready for inspection.
