Emission monitoring in factories: measurement and reporting

What the Air Quality Regulation requires of industrial facilities: emission limits, continuous monitoring, annual stack measurements, and reporting deadlines.

1 min read · Last updated October 2026

If your facility has a stack or another stationary emission source, monitoring and measurement are a core part of your environmental obligations. They are governed by the Implementing Regulation for Air Quality issued under the Environment Law and enforced by the National Center for Environmental Compliance.

The basic rule

The regulation prohibits exceeding the stationary-source emission limits set in its annexes, and requires the operator to maintain machinery, equipment and pollution-control systems routinely to prevent leaks and excess emissions.

Continuous monitoring or annual measurement?

  • Sources listed in the regulation's annex: install continuous emission monitoring or approved systems, with periodic accuracy audits.
  • Other sources: carry out annual measurements and analyses on all stacks.

Reporting results

Measurement results for major sources are submitted to the Center within 40 working days of the measurement.

The link to your environmental permit

Monitoring is not separate from the permit: monitoring and measurement data feed the environmental audit study that Category 2 and 3 facilities submit every three years, which is linked to renewing the operating permit.

How to prepare

  • Know your emission sources and which of them need continuous monitoring.
  • Schedule annual measurements early with an accredited measurement provider.
  • Keep maintenance and measurement records complete and ready for inspection.

How we help

We identify your facility's monitoring requirements, coordinate environmental measurements, and prepare the reports and audit studies.
